Environmental impact assessment is a procedure carried out in order to determine the nature, intensity, degree of danger of impact and analysis of the consequences of the implementation of the planned activities of the enterprise on the state of the environment and the health of the population.

The conclusion of the Environmental Impact Assessment is a document of a permissive nature, which, based on the assessment of the environmental impact of the planned activity, in particular the magnitude and scale of such impact, nature, intensity and complexity, probability, expected onset, duration, frequency and inevitability of the impact (including direct and any indirect, collateral, cumulative, transboundary, short-term, medium-term and long-term, permanent and temporary, positive and negative impacts) of the provided measures aimed at preventing, averting, avoiding, reducing, eliminating the impact on the environment, justifies the inadmissibility of the implementation of the planned activity or determines its admissibility and environmental conditions of its implementation.

Completing the Environmental Impact Assessment procedure involves:

  1. Processing of primary information, analysis and systematization of collected materials
  2. Preparation, registration and publication of Notices of planned activity
  3. Preparation of the Environmental Impact Assessment Report
  4. Preparation and publication of the Announcement on the start of public discussion
  5. Submission of Environmental Impact Assessment Report and Announcement to the Unified Environmental Impact Assessment Register
  6. Accompanying the business entity at public hearings

After the completion of the public discussion, the relevant body prepares the Report on the public discussion and the Conclusion on the assessment of the impact on the environment, which is mandatory for implementation, is taken into account when making a decision on the implementation of the planned activity and may be the basis for refusing to issue a decision on the implementation of the planned activity.
