The rationing of the specific consumption of fuel in public production of Ukraine is carried out in accordance with the Law of Ukraine “On Energy Saving” and the Resolution of the Cabinet of Ministers of Ukraine dated July 15, 1997 No. 786 “On the procedure for rationing the specific consumption of fuel and energy resources in public production” and is carried out at all levels of public management production Specific rates of consumption of PER (specific rates) are developed annually.

The responsibility for the development and compliance with the norms of the specific norms of consumption of PER at the level of a specific enterprise is borne by its manager.
The rationing of the specific consumption of PER at enterprises is carried out in accordance with the requirements of inter-industry, industry and regional rationing methods, which take into account the main features of the technological processes of a particular production.

The main task in the regulation of PER is to establish objective indicators of the energy intensity of manufactured products, to strengthen the balance and reliability of energy consumption forecasts, as well as to identify reserves and stimulate the improvement of production efficiency.
The work on the development of specific standards for the consumption of PPE includes the preparation of a plan of organizational and technical measures aimed at increasing the efficiency of the use of PPE (if it is not available at the enterprise).
It is mandatory to have a plan of organizational and technical measures to save energy at the enterprise.

A comparison of the actual specific costs of PER with the norm will allow:

  • To judge whether there is saving or overspending of energy at the enterprise, and to study individual (by technological links) components of the norm – to determine the source of overspending and outline the most rational measures for its elimination.
  • Have additional control parameters of the technical condition of energy-consuming equipment and take sufficient measures to normalize its operation in a timely manner.
  • Obtain objective criteria and determine centers of technological responsibility for compliance with production discipline and apply measures of economic stimulation, both for individual employees and production units of the enterprise.
